Cumberland County Prosecutor Jennifer Webb-McRae, in collaboration with Inspira Health, Autism New Jersey and local law enforcement officials, recently announced the launch of the Blue Envelope Program, a groundbreaking initiative designed to improve interactions between law enforcement and drivers with Autism Spectrum Disorder (ASD) during traffic stops. The program officially launched on Wednesday, April 30, at 10:30 a.m. at an event hosted at Inspira Health Center Bridgeton.
“Addressing the unique needs of all our citizens, especially those with communication challenges during potentially stressful encounters with law enforcement, is a top priority for our office,” stated Prosecutor Webb-McRae. “The Blue Envelope provides a clear, voluntary method for drivers with ASD to share critical information about their specific needs and communication challenges with officers during traffic stops. This initiative represents our ongoing commitment to re-imagining public safety through innovative, collaborative approaches.”
The Blue Envelope is a communication tool that includes important guidance for both drivers with ASD and police officers. For individuals with autism, it provides step-by-step instructions for navigating a traffic stop, including reminders to inform officers about the Blue Envelope.
“Any interaction with law enforcement can be overwhelming for anyone, but it creates unique challenges for people with Autism Spectrum Disorder. The Blue Envelope gives officers crucial information that can prevent a misunderstanding from becoming a dangerous situation,” said Bridgeton Police Chief Michael Gaimari. “This tool helps try to prevent misunderstandings from escalating into tense situations by creating clearer communication.”
The envelope also provides space for emergency contact information as to who can confirm the diagnosis and assist with the interaction if needed.

We’re proud to collaborate with the Cumberland County Prosecutor’s Office, local officials and law enforcement on the Blue Envelope Program.”
Blue Envelopes are available through clinical providers like Inspira Health and local police departments. The initiative is part of the County Prosecutor’s Mental Health Working Group and is also being integrated on a portion of the Prosecutor’s Office website through the newly established Public Safety A.I.D. (“Alliance for Individuals with Disabilities”) network.
