New Jersey has implemented new statewide e-bike safety regulations – some of the strictest in the nation – following a rise in serious and fatal crashes.
E-bike riders must have:
• A valid driver’s license (17 and older) or a motorized bicycle license (15 and older)
• State registration for the e-bike
• Insurance coverage
Riders have six months to comply before fines begin. License and registration fees are waived for the first year.
E-bike classifications (as defined in the law)
New Jersey no longer uses the old three-tier system, but these definitions still apply:
• Low-speed electric bikes with pedal assist and motor stops at 20 miles per hour (mph)
• Motorized bikes, throttle controlled, maximum 28 mph
- • Electric motorized bicycles can exceed 28 mph
Under the new law, all types of e-bikes require licensing, registration, and insurance.
Age restrictions:
- • Under 15: not permitted to operate e-bikes
- • Ages 15–16: motorized bicycle license required
- • 17 and up: standard driver’s license required
- • 16-year-olds: can rent low-speed e-bikes only through approved municipal programs
Online e-bike sales are banned statewide for one year and modification kits that increase speed are now illegal.
