Committee focuses on SROs and other issues

The Harrison Township Committee focused on ordinances and resolutions at its Aug. 4 meeting that deal with road repairs, maintenance guarantee requirements and school resource officers (SROs).

The SRO resolutions involve a shared-service agreement between the boards of education for both the Clearview Regional and Harrison school districts to ensure a police officer will be on hand at their schools.

An ordinance was passed after a public hearing that appropriates $191,000 for phase two of the High Street road repairs project that has been in the works for a while. High Street connects South Main Street with Franklinville Road and has several homes.

The committee introduced another ordinance that will amend maintenance guarantee requirements in order to comply with the municipal land use law. It concerns possible extensions on guarantees for land restoration and was expected to be voted on at the committee’s meeting on Monday.

“The municipal land use law allows us to keep maintenance guarantees for two years,” explained Township Solicitor Brian Duffield. “There was additional language that talked about that from the date the township engineer established it shall be extended in the event land restoration has not been established.

“We’re allowed two years from the date of the maintenace guarantees and that’s all we get, so we can’t extend it beyond the two years,” he added. “We’re taking out the language that allows us to go beyond the two years to be consistent with the land use law.”

The approved measures were adopted in a unanimous vote. Deputy Mayor Lawrence Moore was absent and did not vote.
